The Provincial Fund for Environmental Protection and Water Management in Szczecin, after a positive review of the application, has granted the Maritime Search and Rescue Service in Gdynia funding in the amount of PLN 910,000.00 for the implementation of the task titled: "SAR service protects at sea". It will consist of:

  1. Equipping the SAR Service with 4 specialized transport trailers with electrically driven drums will contribute to increasing the level of automation in the process of issuing dams. This will allow faster and safer for rescuers to use the specialized equipment they currently have. In addition, it will also make it possible to carry out an effective intervention even if only 3 rescuers are available to participate in the rescue operation.
  2. Purchase of rescue and medical equipment for 5 SAR Service Rescue Stations in the West Pomeranian Voivodeship, including:

  1. purchase of 5 sets of waterproof backpacks with equipment for BSR;
  2. purchase of 10 AED defibrillators;
  3. purchase of 1 decontamination booth;
  4. purchase of 1 unit of field medical point;

Because the tasks of the SAR Service include search and rescue of any person in distress at sea, and combating oil and chemical hazards and pollution of the marine environment. Particularly important for the realization of this task is to plan, conduct and coordinate search, rescue and combating of hazards and pollution, to maintain the readiness of life-saving forces and means and combating of hazards and pollution at sea, to cooperate during search, rescue and combating of hazards and pollution with other organizational units including as a supporting unit of the State Medical Rescue system.

Because of the characteristics of the terrain in which the MSPiR mainly operates, i.e., the sea waters and the coastal strip, the SAR Service is very often the only one that can reach a person in need of help in the time it takes to save a life threatened by environmental factors.

Thus, in order to effectively achieve the objectives set, it must haveequipment to secure a person in need of assistance, until evacuation and transfer to further units of the State Emergency Medical Service system.

Efficient and effective rescue operations require the use of properly adapted equipment, taking into account the ergonomics of use. Waterproof backpacks with equipment allow proper conduct involving the provision of necessary medical assistance and evacuation of the victim from the danger zone.

Conducting rescue operations in an area affected by a natural disaster or a major accident that threatens the environment exposes rescuers to water contaminated with petroleum substances and contaminants of biological origin. Experience gained during the fight against the effects of flooding shows that the equipment of the Maritime Search and Rescue Service lacks a mobile decontamination cabin to ensure the safety of rescuers and proper maintenance of personal protective equipment.

Also, rescue operations in a disaster area involve evacuating many people from at-risk areas and gathering the evacuees in a place where they await transfer to their destinations - a tent being a medical point that allows efficient assessment of the patient's condition, providing assistance and stabilizing the patient's condition until handover to the Emergency Medical Teams (EMTs, State Medical Rescue, which provide medical assistance to people in a medical emergency) or the destination hospital. In addition, forces and resources operating on the spot often need to be relocated to the place where the need for help is currently greatest. By setting the point according to the current situation, medical assistance can be provided at the nearest possible safe location.

The result of the support will be the elimination of the threat at the source of its origin (transport trailers for anti-flood dams), support for the creation of an efficient rapid response system for natural disasters, and the strengthening of the system for the protection of the population and the environment through activities aimed at protecting the health and safety of people (emergency medical equipment).

Additionally, there will be support for the protection of biodiversity, including: protection of Natura 2000 areas and protected areas of the Baltic Sea, as contributing to the prevention of climate change and mitigation of its effects, particularly vulnerable to anthropopressure. In addition, there will also be a synergistic effect with other complementary projects of the SAR Service, as well as the promotion of pro-environmental activities and sustainable development principles.
